There is actually more than one heaven mentioned in the Bible.

The Bible says that In the beginning, the Lord made the heavens and the earth. The Bible always speaks of heaven in plural. Now while I could be mistaken, I think the highest heaven is called the third heaven, because it is the highest one mentioned in the Bible, you can find this in 2 Corinthians Chapter 12 verse 2. 

2 Corinthians Chapter 12 verse 2: ” I know a man in Christ who fourteen years ago—whether in the body I do not know, or whether out of the body I do not know, God knows—such a one was caught up to the third heaven.”

1 Kings 8:27

1 Kings 8:27 – “But will God indeed dwell on the earth? Behold, heaven and the heaven of heavens cannot contain You. How much less this temple which I have built!

Psalms 115:16

Notice the use of plural for heaven here

Psalm 115: 16 – The heaven, even the heavens, are the Lord’s;
But the earth He has given to the children of men.

Psalm 148:4

Psalm 148:4 – Praise Him, you heavens of heavens,
And you waters above the heavens!
